Following the letter sent by the Tebeka Association on December 4, 2025 to the Head of the Department for the Investigation of Police and to the State Attorney, we were recently informed by the State Attorney that our complaint had been transferred for handling to the Department for the Investigation of Police within the State Attorney’s Office, which was requested to examine the matter and respond to us directly upon completion of its review. Subsequently, the Department for the Investigation of Police informed us that a case had been opened regarding the incident described.
Following this update, and regrettably, we wish to report an additional and serious incident of police violence, currently being handled by the Tebeka Association, which demonstrates that this is not an isolated event.
In a city in southern Israel, a severe incident of violence occurred against a young man of Ethiopian descent, identified as D. The visual documentation presents a troubling picture of extreme and disproportionate use of force by police officers and inspectors against an Israeli citizen of Ethiopian origin, under circumstances that do not justify the use of such force.
Despite the gravity of the acts and the clarity arising from the documentation, the Department for the Investigation of Police announced the closure of the complaint file. In our view, the case was closed without a thorough investigation, without a full examination of the evidence, and without addressing the material discrepancies between the officers’ accounts and the reality reflected in the documentation.
In response to this decision, the Tebeka Association recently filed an appeal with the State Attorney’s Office against the decision of the Department for the Investigation of Police, requesting the reopening of the investigation, a comprehensive examination of all those involved in the incident, and the full accountability of those responsible for the severe violence.
The Tebeka Association will continue to act resolutely and consistently against police violence, the closure of cases without genuine inquiry, and violations of human rights, and will insist on the duty of the law enforcement system to ensure accountability, transparency, and equality before the law.
